Strategic Open Gap
The Local Plan’s primary goal is to improve the urban environment mainly by means of policies that protect the amenity of all residential areas. These policies safeguard residential areas against bad neighbour developments and from over development, promote residential rehabilitation projects, protect existing urban spaces and important streetscapes, restrain car usage, improve conditions for pedestrians and ensure the additional provision of open spaces. The remaining rural areas in the central localities also require protection and this is achieved by restraining further urban expansion, by protecting areas of conservation value and by designating strategic open gaps between existing settlements
SPED – Lack of Infrastructure
Since the site is Outside Development Zone, clearly there is no infrastructure catering for such a development.
Injury To Amenity
The Strategic Plan for Environment and Development document Thematic Objective 1 deals with the Socio-Economic Development – To manage the available space and environmental resources on land and sea sustainably to ensure that socioeconomic development needs are met whilst protecting the environment and limiting land take up within the Rural Areas. The proposal put forward in PA/06147/24 goes completely against this objective
Traffic Impact
With the requirements of a development of this scale, together with the traffic generated through its operation, this project would severely stress the few roads of Birguma.
Environmental Impact
This proposal will result in take-up of open rural land for the purpose of introduction of an urban-type land use on a site which is characterised by arable fields. The site is also at the edge of Wied Anglu valley, enjoyed both by the Naxxar residents on one side and the Gharghur residents on the other side.
